Universal Orlando Resort
Universal Orlando Resort updated their face mask policy to align with local trends and conditions. As of Saturday, February 12, fully vaccinated guests are no longer required to wear face coverings indoors or outdoors. Fully vaccinated guests are also not required to mask while using resort transportation. Guests who have not been vaccinated are encouraged to wear face coverings while indoors. Walt Disney World Resort
Walt Disney World Resort also updated their face mask policy. As of Thursday, February 17, face masks are optional for fully vaccinated Guests in both outdoor and indoor locations. Guests who are not fully vaccinated are expected to continue wearing face coverings in all indoor locations. This includes both indoor attractions and theaters.
Face masks are still required on Disney transportation. All Guests (age 2 and above) are required to have a face mask when using Disney buses, monorails, and Disney Skyliner.

The answer to this is no. Neither location is requiring proof of vaccination.
